General functions :
Report to the National Project Officer but under direct supervision of the CIDA Project Manager and overall supervision of the Post-Conflict Reintegration Program Manager based in Banda Aceh, he/she will be responsible for the following functions:1. Management Support for Gender-Specific Programming. Manage thegender-specific programming component of the CIDA project. Tasks include:-Devising an outreach campaign in IOM peace dividend villages tosolicit project proposals from women¢s groups-Developing Selection Criteria and Identifying Proposals in conjunctionwith the CIDA Project Manager-Supporting and coordinating with Project Assistants and Village facilitators in proposal development for women's proposals-Maintaining regular contact with the 15 Technical Assistants based in the ICRS district offices and ensuring fluidity and constancy of reporting on gender issues and broader project coordination in support of the CIDA project manager-Arranging disbursement for women¢s project proposals in conjunction with the Senior Financial Assistant, National Project Officer and Project Manager-Monitoring through frequent field visits to ICRS offices and select villages throughout project implementation-Conduct focus group discussions-Writing reports on the gender component but also from monitoring and general project progress.-On-site training and advice to women¢s groups in select villages throughout project implementation and contributing to further project development-Any other duties that may be assigned.2. Gender Strategy Development. Advising on gender issues and developing an overall gender strategy for the Post-Conflict Reintegration Program.Advising the CIDA Project Manager and Post-Conflict Reintegration Team on all strategy issues regarding gender in the Post-Conflict Program and wider Aceh context through providing input in strategy documents and meetings.3. Program Focal Point for Gender. -Representing IOM in matters regarding Gender and Post-Conflict Programming in workshops and presentations-Providing on-site training and advice to the Post-Conflict Reintegration Project Staff on all issues regarding gender sensitivity.4. Public Outreach and Socialization. Assist in the public outreach component of the project-Work with Post-Conflict Project Staff, KDP facilitators and IOM's information officer as well as the 15 Technical Assistants to ensure excellent socialization and outreach of the gender element of the CIDA Project and wider Post-Conflict Program-Organize workshops/seminars around IOM's gender and post-conflict programming strategy
Area of work:The Project Assistant will be based in Banda Aceh. He/She will be required to travel to conduct frequent on-site visits to ICRS offices and beneficiary villages in: Aceh Jaya, Biruen, Aceh Utara, Aceh Selatan, Aceh Barat Daya, Aceh Tamiang and Aceh Timur.
Desirable qualifications:University Degree in Social Sciences or related fields, minimum 10 years of experience as project assistant/officer or higher for international organizations or national NGOs involved in gender programming/ community development/ human rights/ etc.
Experience in implementing women's projects, awareness of gender and conflict issues in the Aceh context, administrative, organizational, communication and presentational skills, excellent computer skills, enthusiasm, personal commitment, efficiency, flexibility.Ability to work effectively and harmoniously with colleagues from different cultures and professional backgrounds, willing to travel throughout the region. Fluent oral and written English and Indonesian language.Acehnese language ability a distinct advantage.
